NOTES: Draft-order ties: The cumulative record of each team's opponents (strength of schedule) is used as the tie-breaker. The team with the weaker opponents receives drafting priority. Within a tied segment (teams with same record), teams that are not in the playoffs will be given priority. Teams within a tied segment that are involved in the playoffs will be seeded according to their progress in the playoffs. Playoff teams will not drop out of a tied segment unless they advance to the Super Bowl. The Super Bowl champion selects last and the runner-up selects 31st.
